The Texas Commission on Jail Standards cited El Paso County’s jails for failing to watch over inmates as required by state regulations. Today is the first day a new human smuggling law takes effect. A proposed Senate border bill would make it more difficult for migrants to seek asylum. A plan to overhaul the way the Census bureau counts people with disabilities has received so much pushback that the agency is rethinking the updated questions it had planned to include on the next American Community Survey.
