The El Paso City Council is scheduled to discuss and possibly vote on the new proposed site for its multipurpose performing arts and entertainment center tomorrow. Today, the council unanimously approved an emergency declaration over migration for the next 30 days. It requires full support from the council to last a month. Border Patrol in El Paso is warning people about the dangers posed by canals near the border this time of year.
