John Balliew is the President & CEO of El Paso Water Utilities. He joins us to talk about the proposed 11% rate increase that will be put to a vote on January 13. Why do we need the increase, and how will it affect residential and commercial customers?  The Public Service Board will vote on the proposed increase on January 13, 8am, at 1154 Hawkins.
