El Paso Mayor Oscar Leeser has declared a state of emergency effective today as large numbers of people cross the border. During a press conference Sunday the mayor said undocumented migrants will not be allowed into the city shelters. A federal judge demanded the state pay its court monitors in a hearing that signaled a possible shift in the state's position in its federal foster care litigation.
