El Paso-based Helen of Troy has sold its headquarters in the Northwest part of town to the Eaton Corporation for $50.6 million. The City Council has approved the sale or development of city properties in the Union Plaza neighborhood in the former proposed site for the Multipurpose Performing Arts and Entertainment Center. The Texas Senate Committee on Border Security advanced bills this week to expand immigration enforcement in the state.
