El Pasoans pay the lion’s share for new water and wastewater lines that serve freshly built developments along the city’s fringes. The costs largely are reflected on monthly water bills. Today, the City Council introduced a new ordinance that would pass more of the cost onto developers. But that proposal requires another vote on May 7th.What builders are required to pay are called water and wastewater impact fees.
