El Paso County pressed the Texas Commission on Environmental Quality to require an annual audit of emissions at the Western Refining Plant in South Central El Paso. The Socorro Independent School District school board welcomed newly appointed conservators from the Texas Education Agency on Monday night. The Texas Commission on Jail Standard removed its notice of noncompliance for El Paso County jails. The U-S 5th Circuit Court of Appeals heard arguments in a case involving a controversial effort by Texas to crack down on illegal immigration.
