Juárez Mayor Cruz Perez Cuellar had a commanding lead against his opponents after the State of Chihuahua released early voting data. President Biden is expected to sign an executive order as early as Tuesday that would shut off asylum requests and deny entrance to immigrants when numbers reach a certain threshold.
