President-elect Donald Trump’s incoming administration plans on ending a Immigration and Customs Enforcement policy barring agents from arresting immigrants in schools, hospitals and churches. An El Paso Public Service Board vote this week has kickstarted efforts to plan for the construction of a second wastewater pipeline in the Upper Valley. Texas Democratic Congressman Joaquin Castro and other lawmakers are calling on the Defense Health Agency to waive fees and reduce medical treatment for civilian patients at military treatment facilities.
