Two children and a man died after being caught in a flash flood in Ruidoso Tuesday. The Village says a seven year old boy, 4 year old girl and an older man in his 40s or 50s died after they were swept downstream. In Texas, Governor Greg Abbot promised on Tuesday that flood relief and emergency resilience for Texas communities, would be on the agenda for the upcoming special legislative session. El Paso Democrat Joe Moody co-sponsored House Bill 13.
