The mother of a man who died after being handcuffed and held face down on the ground is calling on witnesses to come forward. It happened in July when police were called to Interstate 10. A federal judge has granted a temporary restraining order keeping DACA recipient Catalina Xochitl Santiago in El Paso while she is in federal custody.
