El Paso County Commissioner, David Stout

El Paso County Commissioner David Stout has represented Precinct 2 since 2015. A strong advocate for the arts, he has pushed successfully to put aside $600,000 in federal ARPA funds to support the arts in El Paso, and to create an Arts Commission that will soon come before the Commissioners Court.

Born in Wyoming, Commissioner Stout lived in various places in the U.S. and Latin America before ending up in El Paso as a Spanish-language reporter. Through his travels and experiences he has cultivated a passion for the arts, both for their own sake, and as a crucial part of community quality of life and economic development.
