In this edition of El Paso Prime Time, host Richard Dayoub is joined in the studio by the Executive Director of the Rio Grande Council of Governments, Annette Gutierrez; Annette explains her background and how she knew from a very young age that she wanted to be involved in politics, the mission and vision of the Rio Grande Council and the impact this organization has in the lives of El Pasoans.

The Rio Grande Council of Governments is a voluntary association of local governments formed under Texas law.
